Dr. Anand Parekh is Chief Medical Advisor at the Bipartisan Policy Center (BPC) where he provides clinical and public health expertise across the organization. Since 2015, he has led specific efforts tackling a variety of policy issues including the COVID-19 pandemic, future of public health, opioid crisis, obesity epidemic & nutrition, health & housing, domestic and global HIV/AIDS, business & public health collaboration, emergency preparedness, social isolation, rural health, and prescription drug costs.

Prior to joining BPC, he completed a decade of service at the U.S. Department of Health and Human Services (HHS). As a HHS Deputy Assistant Secretary for Health in the Senior Executive Service from 2008 to 2015, he developed and implemented national initiatives focused on prevention, wellness, and care management. Specifically, he played instrumental roles in the implementation of the Recovery Act’s Prevention and Wellness Fund, the Affordable Care Act’s prevention initiatives, and HHS’ Multiple Chronic Conditions Initiative. He received the Surgeon General’s Outstanding Service Award for his efforts.

Briefly in 2007, he was delegated the authorities of the HHS Assistant Secretary for Health overseeing ten health program offices and the U.S. Public Health Service Commissioned Corps. Earlier in his HHS career, he played key roles in public health emergency preparedness efforts related to pandemic influenza and bioterrorism as special assistant to the science advisor to the secretary.

The Movement to Value-Based Care: Perspectives from the CMS Innovation Center

Purva Rawal, Ph.D., is the chief strategy officer at the CMS Innovation Center at Centers for Medicare & Medicaid Services.

Before joining the Innovation Center, Dr. Rawal was a principal at CapView Strategies where she developed evidence-based public policy and business strategies for providers, health systems, life sciences companies, and coalitions, and conducted policy research on health system transformation and sustainability issues. She is also an adjunct assistant professor at Georgetown University.

In 2016, she published a book, The Affordable Care Act: Examining the Facts. Previously, Dr. Rawal served as professional staff on the Senate Budget Committee during the passage of the Affordable Care Act and as the health and social policy adviser to Sen. Joseph Lieberman (I-CT). She was also a director in the Health Insurance and Reform Practice at Avalere Health.

She began her health policy career as a Christine Mirzayan Science and Technology Fellow at the National Academy of Sciences and as a congressional fellow for the Society for Research on Child Development and the American Association for the Advancement of Science. Dr. Rawal received her BA and PhD from Northwestern University.

Markets, Trends, and Health Policy: What to Expect in 2023

Sara R. Collins, Ph.D., is senior scholar and vice president for health care coverage and access and tracking health system performance at The Commonwealth Fund.

An economist, Dr. Collins directs the Fund’s program on insurance coverage and access and the research initiative on tracking health system performance which produces the Fund’s annual scorecard on state health system performance.

Since joining the Fund in 2002, Dr. Collins has led several multi-year national surveys on health insurance and authored numerous reports, issue briefs, blog posts, and journal articles on health insurance coverage, health reform, the Affordable Care Act, and state health system performance. She has provided invited testimony on 17 occasions before several Congressional committees and subcommittees.

Prior to joining the Fund, Dr. Collins was associate director/senior research associate at the New York Academy of Medicine, Division of Health and Science Policy. Earlier in her career, she was an associate editor at U.S. News & World Report, a senior economist at Health Economics Research, and a senior health policy advisor in the New York City Office of the Public Advocate.

She holds an A.B. in economics from Washington University and a Ph.D. in economics from George Washington University.

She is Founder and CEO of ATI Advisory, a national research and consulting firm that shapes public policy and business strategy to reform care delivery for individuals with complex care needs and their families. ATI produces insights, strategic advice, and objective research to prepare a wide range of organizations for a rapidly changing healthcare and aging services environment.

Anne also founded and runs  Daughterhood, an online and in-person community that connects family caregivers with each other for support and information. She serves on the non-profit boards of the Caregiver Action Network and Mary’s Center, an FQHC in Washington, DC. She serves on advisory boards for aging technology companies and the board of directors for Bluestone Physician Services and Harmony @ Home. Anne is a member of the National Academy of Social Insurance, was named an Influencer in Aging by Next Avenue, and serves as a Nexus Fellow.

Anne spent her early career working in government, first as a healthcare advisor to Congressman John Lewis (D-GA) and then as the lead for Medicaid program oversight at the Office of Management and Budget. She joined Avalere Health in 2000, leading the firm’s provider practice and developing business intelligence products for 14 years.

John Barkett is the Senior Policy Advisor for Health Care Delivery System Reform on the White House Domestic Policy Council, where he covers delivery reform, private insurance within the Medicare program, and prescription drug pricing. He is currently on leave from the Bloomberg School of Public Health at Johns Hopkins University, where he is an Assistant Scientist and Health Policy Scholar.

John previously served as the Senior Director of Policy Affairs for Willis Towers Watson. He worked for Extend Health, the nation’s largest private Medicare exchange, before it was acquired by Towers Watson in 2012.

John served on the Health Subcommittee staff of the Ways and Means Committee in the House of Representatives and the Office of Health Reform in the Department of Health and Human Services from 2009 to 2011, during which time he worked on the writing, passage, and implementation of the Patient Protection and Affordable Care Act and helped guide the implementation of all sections of the Affordable Care Act related to delivery system reform.

Previously, John worked for athenahealth, Inc., a revenue-cycle management and electronic medical record company, and Medica HealthCare Plans, Inc., a Medicare Advantage plan.

John earned an MBA in health care management from the Wharton School of the University of Pennsylvania. He graduated cum laude from Harvard College, with a bachelor’s degree in economics and a secondary field in health care policy.
